A group of 10 West African countries has weighed into a debate over whether companies around the world should be allowed to use carbon offsets to cut emissions, arguing they are critical to attracting financing for climate and conservation efforts.
While some scientists and technical advisers have criticised offsets as undermining efforts to rein in climate change by permitting the continued emissions of greenhouse gases, others see them as a necessary tool to boost crucial finance.
In a letter to the Science-Based Targets initiative (SBTi), the world’s top corporate climate target verifier, the 10 countries called on its trustees to ensure offsetting is included within net-zero guidance to companies.
The letter, signed by Burkina Faso, Cape Verde, Ivory Coast, Gambia, Guinea-Bissau, Guinea, Liberia, Mali, Senegal and Togo, said recent reports questioning the validity of offsetting emissions were the work of “misguided activists”.
There is growing debate over the ethics and efficacy of offsets, also called carbon credits, to excuse some corporate emissions. Offsets are generated by investing in projects that lower or prevent carbon emissions and can be traded.
The letter’s main author told Reuters that the lack of certainty in the SBTi’s guidance was damaging corporate confidence and slowing financing.
“The SBTi is, rightly or wrongly, the gatekeeper that can unlock finance from corporations around the world that wish to contribute to climate action … at the same time as (and not instead of) taking action to decarbonise their valuation,” said Ousmane Fall Sarr, coordinator of the West African Alliance on Carbon Markets and Climate Finance.
The SBTi’s current guidance only allows very limited use of renewable energy certificates which a company can use to reduce so-called Scope 2 emissions, those related directly to the energy it uses.
But SBTi’s board of trustees said on April 9 that, subject to certain rules and guidance, it would allow them for Scope 3 emissions, those associated with their supply chains, distribution and product use. This was welcomed by both companies and developing countries that are relying on carbon offset projects to generate cash.
Uncertainty remained, however, because the board had not followed SBTi’s normal procedure for policy setting. SBTi has said it is reviewing the scientific research and debating the issue before making a final call.
In a statement to Reuters, it said it welcomed feedback from all stakeholders, and would open a public consultation once its research was complete.
‘NO ALTERNATIVE’
The SBTi, formed by a coalition of non-profit organisations, is seen as a key player in global efforts to scale up the market for voluntary carbon credits by addressing quality concerns and ensuring they deliver the benefits they claim.
The United States added momentum on April 28 by unveiling its own guidelines for voluntary carbon credits.
In their May 24 letter, the West African countries reminded the SBTi board of its pledge in April, which is still on its website. “To us, carbon markets is climate finance,” the letter said. “There is no alternative. We are at a pivotal moment.”
With climate financing still far below needed levels, the letter said offset revenues were crucial to supporting poor communities, encouraging conservation, making the transition to clean energy and adapting to the conditions of a warmer world.
The OECD has said poor nations’ actual climate investment needs could total $1 trillion per year by 2025.
Ousmane said the lack of clarity on offsets would also hold up country efforts to calculate and update their national climate plans ahead of the COP29 United Nations climate summit in November in Baku, Azerbaijan.
Countries must update these “nationally determined contributions” before next year’s COP30 summit in Brazil, but are being encouraged to submit them this year.

Captain Ronwen Williams saved four penalties to help South Africa reach the semi-finals of the 2023 Africa Cup of Nations following a 0-0 draw against Cape Verde.

Bebe, Willy Semedo, Laros Duarte and Patrick Andrade were all denied in the shootout by the outstanding Williams, who also made a spectacular late save to tip Gilson Benchimol’s first-time strike against the woodwork and ensure the gruelling quarter-final entered extra time.

Cape Verde goalkeeper Vozinha made two exceptional saves in quick succession shortly after extra time began to deny Mihlali Mayambela and Teboho Mokoena.

South Africa will now have the chance to avenge their defeat by Nigeria on their last appearance in the Afcon semi-finals, when they were beaten 2-0 by the Super Eagles in 2000.

Williams sends South Africa to semi-finals

A moment which will perhaps be remembered as the save of the tournament was as close as either team came in normal time during a contest largely characterised by poor finishing.
Williams will undoubtedly be a contender for the Best Goalkeeper award once the tournament is over, and his fingertip save as he sprung into the air to keep out Benchimol’s effort by the slightest of margins was a remarkable reflex stop.

There was even better to come from the 32-year-old when he stopped Cape Verde’s first three penalties by diving to his right and thwarted Andrade by leaping in the opposite direction, having appeared to consult notes on a water bottle between each kick.

Cape Verde had more of the possession during the early stages before South Africa midfielder Teboho Mokoena blasted an effort straight at Vozinha and Themba Zwane and Evidence Makgopa both scuffed shots wide from promising positions at opposite ends.

With Percy Tau better placed to shoot, an off-balance Khuliso Mudau wedged an early effort behind as part of a slick South Africa move he was at the centre of.

Tau was then involved in a flashpoint on the stroke of half-time when he appeared to push Kenny Rocha Santos to the floor, with Congolese referee Jean-Jacques Ndala deciding to take no action against either player.

The incident proved the final act of a first period which was far from a classic, causing some locals in the stands at Yamoussoukro’s Charles Konan Banny Stadium to create their own entertainment by audibly celebrating Ivory Coast’s last gasp win over Mali after extra time of Saturday’s earlier quarter final.

Garry Rodrigues, who is the Cape Verde’s hero with their late winner against Ghana in their opening match of the finals, made his first start at the tournament in place of former Manchester United attacker Bebe, while Rocha Santos replaced Deroy Duarte in midfield for the Blue Sharks.

Joao Paulo Fernandes sent Rodrigues clear inside the penalty area with a perceptive low pass from the flank, only for the winger to send a shot straight into Williams’ arms.
Cape Verde had two fine chances in quick succession following the introduction of Bebe for Rodrigues late in the second half, Rocha Santos having a shot blocked after incisive work by the substitute and Jovane Cabral blazing a strike over.

With nerves fraying in the shootout, Mokoena scored for South Africa but Zakhele Lepasa sent his effort high and Aubrey Modiba saw his parried by Vozinha as Hugo Broos’ side triumphed 2-1.

Broos has successfully trusted in unchanged starting selections for each of his side’s past four matches, and their task could be far trickier against their next opponents, who are in the semi-finals for the 13th time in 15 Afcon appearances and on a run of four successive clean sheets.
South Africa have matched that defensive sequence, doing so for the first time in their 11th appearance at the finals.
And with Williams in this form, it may take something special for Victor Osimhen and his team-mates to find a way past the 1996 champions, who will attempt to bridge a 24-place gap in Fifa’s rankings when they meet the three-time winners in Bouake on Wednesday (17:00 GMT).

Cape Verde secured a historic victory in the knockout phase of the CAF Africa Cup of Nations (AFCON), marking a milestone in their football history. The Blue Sharks battled against West African neighbors Mauritania in a heated encounter in Abidjan, ultimately clinching the win with Ryan Mendes’ decisive 88th-minute penalty.

Manager Bubista strategically rested key players in a prior match against Egypt, ensuring peak fitness for the crucial showdown with Mauritania. Despite Mauritania’s relentless pressing and fearlessness in their first-ever AFCON knockout match, Cape Verde dominated with Mendes spearheading numerous attacks. The first half saw both goalkeepers, Vozinha and Babacar Niasse, untested.

The second half witnessed increased intensity, with Jovane Cabral’s powerful shot testing Niasse. However, Cape Verde’s Aboubakary Koita and Souleymane Anne also had their chances. In a tactical move, head coach Amir Abdou introduced Pape Ibnou Ba and former Fulham player Aboubakar Kamara. Cape Verde responded by bringing on Garry Rodrigues and Kenny Rocha Santos.

A turning point came when Niasse’s poor defensive header led to a penalty, allowing Mendes to secure the victory. Despite Mauritania’s efforts during 10 minutes of added stoppage time, Cape Verde held firm, setting the stage for a quarter-final clash with either Morocco or South Africa in Yamoussoukro on Saturday.

This historic win not only propels the Blue Sharks into the AFCON quarter-finals but also highlights their resilience and determination on the continental stage. Football enthusiasts eagerly await the outcome of their upcoming match as Cape Verde continues to make waves in the tournament.

Egypt has successfully clinched a spot in the knockout stages of the Africa Cup of Nations (AFCON) for the fourth consecutive time, despite a thrilling 2-2 draw with Cape Verde at the Félix Houphouët Boigny Stadium. The Pharaohs, led by Rui Vitória, faced the challenge without their star player, Mohamed Salah, who was sidelined due to injury.

In a must-win situation to secure second place in Group B, Egypt encountered a formidable Cape Verde side boasting an unexpected 100% win record in the tournament. The absence of a victory in their initial two group games added pressure on Egypt, urging them to make a strong start. The opportunity presented itself when Mohamed narrowly missed a header from Zizo’s cross early in the game.

The Blue Sharks initially displayed a lackluster performance, possibly influenced by their secure top spot in the group. Vozinha, Cape Verde’s veteran goalkeeper, played a crucial role in denying Egypt an early lead, making key saves against Omar Marmoush’s long-range attempt and Mohamed’s rebound. However, Cape Verde managed to surprise with a goal just before halftime, as Benchimol found space in the area to score.

An impactful halftime substitution by Rui Vitória saw Trézéguet entering the game, and he quickly made an impact by equalizing after being set up by Ahmed Hegazi. The momentum shifted in favor of the seven-time AFCON champions, with Trézéguet almost giving them the lead with a looping effort, expertly saved by Vozinha.

In a dramatic turn of events, Mohamed seized the moment in stoppage time, controlling Trézéguet’s through ball and chipping it past the onrushing Vozinha to make it 2-1, following a tense VAR check. However, the excitement didn’t end there, as Bryan Teixeira capitalized on a mistake by Mohamed El Shenawy to level the game in the ninth minute of stoppage time.

Despite the late equalizer, Egypt secured their spot in the knockout stages, finishing in second place, as Ghana drew with Mozambique 2-2 in the other Group B finale. The Pharaohs’ resilience and late-game drama added to the intensity of their AFCON journey.

Cape Verde has solidified its spot in the AFCON knockout stages with an impressive 3-0 victory over Mozambique. Chiquinho Conde’s side, despite playing 14 consecutive games without a win, remains in contention for advancement.

In a bid to build on their successful opening game against Ghana, Cape Verde exhibited early dominance. Mozambique’s goalkeeper, Ernani, was forced into action with a diving save to thwart Deroy Duarte’s powerful strike. Bebé, leaving the crossbar trembling with a free-kick from a distance, soon found the mark just after the half-hour mark. Surprisingly, Bebé’s shot from about 45 yards out found the net, as Ernani, seemingly anticipating a cross, failed to parry the ball effectively, resulting in a 1-0 lead for Cape Verde.

Despite limited attacking threats, Os Mambas believed they had a chance to equalize from the penalty spot just before halftime. However, a VAR intervention overturned the decision after a leg tangle involving Geny Catamo in the area. Any hopes of a Mozambique comeback were extinguished in the second half when Ryan Mendes capitalized on Edmilson Dove’s defensive error to make it 2-0.

Although Geny Catamo’s free-kick before the hour-mark hit the top of the bar and went behind, Cape Verde sealed the victory with a third goal from Ryan Mendes. His powerful strike from 30 yards out left Ernani with no chance as it soared into the top corner, securing an insurmountable lead for Tubarões Azuis.

With two consecutive wins, Cape Verde has already clinched the top spot in the group. Despite being at the bottom, Mozambique can still advance if they win their final game, provided today’s opponents avoid defeat against Egypt. The dynamics of the group keep Mozambique’s hopes alive despite their challenging run in the tournament.
